Declaration of the International Anti-Imperialist Peace Summit: A Common Front Against NATO, Imperialism, and War

At a time when NATO, the war machine of Western imperialism, held its summit in Türkiye, we gathered in Istanbul to declare our resolve to expand the anti-imperialist struggle for peace against NATO, imperialism, militarism, and the war-driven order. NATO is not a ‘defensive alliance’ but the chief representative of foreign intervention, military domination, occupations, coups, sanctions, and the arms race. The interests of the people are sacrificed to those of the ruling classes, weapons monopolies, energy corporations, imperialist blocs, and their local accomplices.

This gathering is not merely a protest. It reflects our determination to build a common struggle for peace against the rulers who are trying to preserve their world order by dragging the world into a cycle of endless wars. The militarization and lockdown of Ankara for the NATO Summit, with the city reorganized around security measures and restrictions, showed once again that imperialist gatherings are organized not for the security of peoples, but through their repression. The refusal of entry and deportation of some members of the international delegation who came to attend our summit is a direct attack on international solidarity and on the right of anti-imperialist forces to come together.

The struggle for peace cannot be limited to a call to stop wars. It must confront the order that produces them. Policies of destruction are co-produced by weapons monopolies, finance capital, military bureaucracies, NATO institutions, and collaborative regimes. Just as imperialist powers and capital organize on an international scale, the peoples’ struggle for peace and freedom must also organize on this scale. Anti-imperialism must come to life in the collective rebellion of workers, youth, women, migrants, anti-war activists, socialists, and all progressive forces.

Following the dissolution of the Soviet Union, NATO’s existence did not come to an end. On the contrary, NATO has continuously created new enemies, new areas of intervention, and new pretexts for war. While NATO-led military aggression was justified yesterday under headings such as the ‘communist threat’, then the ‘fight against terrorism’, ‘humanitarian intervention’, ‘stability’ and the like, today all ‘humanitarian’ and ‘democratic’ rhetoric has been left behind, and the threat of imperialist expansion has become more overt. NATO’s ambition for growth has made the world not safer, but more fragile and vulnerable to wars.

The ongoing occupation, blockade, apartheid, and genocide in Palestine show the clearest face of imperialism. Israel’s policy of massacre continues with the support of the US, NATO, and European states. Israel’s impunity stems from this collaboration. Therefore, we must stand in solidarity with Palestine, expose fake friends, and apply pressure on all states that arm Israel. The ongoing aggression in Gaza, Israel’s attacks targeting Lebanon and Iran, the continuing imperialist interventions in Syria, the military tensions stretching from the Red Sea to the Eastern Mediterranean, the invasion of Ukraine, and the accelerating armament moves in Europe all show that NATO and imperialist powers are preparing the world for greater wars.

Since joining NATO in 1952, Türkiye has been an important part of the security strategy of imperialism. Through military facilities such as Incirlik Air Base in Adana, the Kürecik Radar Base in Malatya, and NATO’s Allied Land Command (LANDCOM) in İzmir, Türkiye plays a critical role in NATO’s regional operations. These bases have been centres for planning and carrying out military operations, from Iraq and Syria to Afghanistan and across West Asia. When a country’s territory is used for military operations, it cannot be considered outside the war, even if it is not directly engaged in armed conflict.

Over the years, especially under the Erdoğan regime, Türkiye has maintained close relations with the US and NATO while also developing a special relationship with Israel behind closed doors. Its military presence in Syria, cross-border operations, and interventions that ignore the will of the peoples of the region reveal the expansionist ambitions of Türkiye’s ruling classes. Türkiye presents itself as a mediator that can negotiate with all countries, but this image hides its collaboration with imperialist powers. Ongoing trade, diplomatic, and military relations with Israel expose the insincerity of its claims of solidarity with the Palestinian people. The military presence in Northern Cyprus, multiplying military bases, its role in the competition over energy resources in the Eastern Mediterranean, and interventions in Syria all demonstrate Türkiye’s regional ambitions.

Despite the orientation of the Turkish state and capital, socialists in Türkiye have a strong tradition of resisting both NATO and imperialism. The anti-imperialist movement in Türkiye has long combined opposition to NATO and the call for sovereignty. Today, drawing strength from this history, preventing Türkiye from continuing to play this role in the region and resisting its future actions remain among the main goals of Turkish and Kurdish revolutionaries.

The five-percent military spending target imposed on NATO countries means that public resources are transferred to arms monopolies. Likewise, the normalization of nuclear, biological, and chemical weapons on the grounds of ‘deterrence’ or ‘national security’ is unacceptable. These weapons do not provide security for any people, but instead pose a threat to all life. The arms race does not only expand aggression in foreign policy. It also deepens authoritarianism at home. The aggressive imperialist rule represented by NATO and its allies, the growing far right in Europe, and the security-driven nationalist regime in Türkiye are all different faces of the same global dark order. This order uses the threat of war as a pretext to strengthen border regimes, xenophobia, the criminalization of opposition, and anti-labour policies.

The same dark order is also escalating attacks on the fought-for rights of women and LGBTQI+ people. Militarism and authoritarianism reinforce the patriarchal family model, seeking to confine women to the burden of care, precarity, and a regime of obedience, and to target women and LGBTQI+ people in order to discipline society around reactionary, nationalist, and patriarchal values. War policies produce occupation and intervention abroad, and repression, patriarchy, and social control at home. As military budgets grow, the rights to education, healthcare, housing, social security, care services, and a dignified life are being seized. The working class is condemned to lower wages, heavier taxes, greater precarity, and deepening poverty. For capital, the war economy means profit. For working people, it means the cost-of-living crisis, unemployment, debt, the loss of social rights, and a futureless existence.

Ecological destruction and militarism are not separate from one another. War machines, military bases, fossil fuel competition, struggles over energy routes, and the arms industry destroy nature, agricultural lands, resources, and living spaces. The future of the peoples cannot be handed over to those who profit from war.

For this reason, opposition to NATO is opposition to military blocs and also a struggle against authoritarianism, racism, nationalism, patriarchy, ecological destruction, poverty, and anti-labour policies. The struggle for peace goes beyond simply calling for an end to war. It is a struggle to defend the people’s right to life, equality, freedom, labour, nature, and a future free from war and exploitation.

These responsibilities, carried over from the summit, are a powerful call for solidarity to build a common front against imperialist war, NATO, the arms race, authoritarianism, imperialist ideologies, patriarchy, racism, ecological destruction, and anti-labour policies. This summit should be noted as the first step to build further collaborations and actions such as regional meetings and demonstrations against imperialism and regional rearmament. Building on the political continuity of the Porto Alegre International Antifascist Conference, the Global Antimilitarist Webinar, the mobilisations against the G7, and the International Anti-Imperialist Peace Conference, we will, in the coming period, strengthen mobilisations against COP31, to be held in Antalya, Türkiye, in November 2026. We will also support the planned Antifascist Conferences in Puerto Rico and Argentina, and set ourselves the task of preparing a Balkan-wide Anti-Imperialist and Antifascist Conference.

As the concrete political ground for this line, our demands are listed below:

  • Dissolve NATO, shut down all military bases!
  • No to nuclear, biological, and chemical weapons!
  • Stand with all colonised and occupied people against imperialist powers!
  • Support the Palestinian resistance against Zionist genocide! Sever all commercial, diplomatic, and military relations with Israel and impose a weapons embargo!
  • Divert military budgets to health, education, and the means for a dignified life!
  • Anti-imperialist solidarity and internationalist shoulder-to-shoulder struggle with the earthquake-stricken people of Venezuela; with the Cuban people under blockade and embargo!
  • Build solidarity and common struggle against the provocation of Turkish and Greek governments’ militarist policies and nationalist threats!
  • From the Balkans to West Asia: uninterrupted and permanent coordination against imperialist aggression and organizing new actions!
  • Defend life against the war economy, patriarchal oppression, and ecological destruction!

Solidarity with Turkish Anti-War and Human Rights Activists – Stop Rearm Europe Statement

We stand in solidarity with the activists, journalists, lawyers, and human rights defenders being detained and silenced across Türkiye ahead of the 36th NATO Summit, taking place in Ankara on July 6th and 7th 2026. In the last weeks, Turkish authorities have been systematically targeting anti-war, anti-imperialist and human rights activists.

The Ankara Governor’s Office announced a ban on the collective use of public spaces between June 28th and July 10th. As a result, planned protests and events such as the Anti-NATO Peace Conference had to be cancelled or moved online.

Moreover, last week police carried out early morning raids across Ankara, arresting more than 200 people. Authorities stated the operation targeted suspected members of armed groups. However, those detained included LGBTQI+, women, and feminist rights defenders, as well as lawyers, academics, revolutionary youth, labour union representatives, and human rights activists. Around 100 people remain in pretrial detention.

The Turkish Journalists’ Association has also reported that journalists from news organisations seen as opposition-leaning or independent have been excluded from covering the NATO Summit, with no explanation given.

Together, these measures show how the rights to peaceful assembly and demonstration, as well as press freedom are being suspended in Türkiye, and how the exercise of democratic rights is being restricted. Carried out under the guise of security concerns, this repression is yet another example of the domestic face of militarisation.

The targeting of activists opposing the war machine in Türkiye is not an isolated case. Governments across the world are using intimidation and criminalisation to suppress dissent. Striking examples in Europe include the United Kingdom and Germany, where activists taking direct action against weapons companies are facing unprecedented trials and charges for terrorism. These cases show a pattern: the same forces driving militarisation are criminalising those who resist it. International solidarity is therefore fundamental in the struggle against militarisation.

Since the 2025 The Hague Summit, NATO is forcing its member states to increase military spending by 5% of their GDPs, a threshold that has come to be known as the “Trump 5% norm”, following months of pressure by the U.S. President to push members toward the figure. NATO’s nature as an institution promoting war and militarisation has thereby become clear once again.

Similarly, EU institutions are promoting increased investment and spending towards militarised security, from the proposed €131 billion for “defence, security and space” in the new Multiannual Financial Framework, to the €800 billion ReArm Europe plan, financed primarily through national-level debt. However, the notion that increased military budgets make us safer is an illusion: deterrence has never prevented escalation. More military spending will only deepen our social, environmental and political problems:

  • It diverts resources from healthcare, education, climate action, and welfare
  • It erodes workers’ rights
  • It fuels arms races which in turn lead to more conflicts and violence, human rights violations, and displacement

This is why it is so urgent to collectively oppose the plans to ReArm Europe, the new EU Multiannual Financial Framework proposal allocating €131 billion to military spending, and all military alliances, including NATO.

The struggle against militarisation and war can only be won when we stand in solidarity with each other. We call for:

  • The immediate release of all those detained in Türkiye,
  • An end to the criminalisation of anti-war activism everywhere,
  • Collective resistance to NATO and the plans to ReArm Europe.

As leaders in Ankara are gathering to prepare for war, activists are preparing for peace. We support the organisers of the Istanbul Anti-imperalist Peace Summit that took place on July 4th and  the Anti-NATO Peace Conference (online) on July 5, 2026.

NATO zirvesine karşı uluslararası koordineli eylemlere çağrı

Brüksel’de 11-12 Temmuz 2018’de yapılacak NATO Zirvesi’ne karşı hep birlikte:

Barışı tekrar kuralım!

Giderek daha tehlikeli gelen bir dünyada barış eylemlerinin önemi de giderek artıyor. Artan militarizm insanların dünya çapında daha yüksek sesle  alternatif aramalarına yol açıyor: Hukuk, sürdürülebilirlik ve barış konusunda yeni alternatifler aranıyor. 2017’deki NATO Zirvesi’nden sonra Trump ile Kuzey Kore arasındaki retorik bir (Nükleer) 3. Dünya Savaşı’nın patlaması olanağını da kapsayacak şekilde sertleşti. Bu, dünyanın insanları olan bizler tarafından kabullenilebilecek bir durum değildir. Bizler bu dünyada yaşayan insanlar olarak, yok etme ve savaş kışkırtıcılığının gölgesinde yaşamayı reddediyoruz.

Barıştan yana olan insanlar ve örgütler Brüksel’de 2018 Temmuz ayında yapılacak NATO Zirvesi’nde barış özlemimizi haykırmak için biraraya gelelim!

NATO, üye ülkelerden gayri safi milli gelirlerinin yüzde 2’sini silahlanmaya ayırmalarını talep ederek savaş ve saldırganlığı ateşliyor. NATO ülkelerinin aldığı savunma bütçelerinin yüzde 20’sini silahlanmaya ayırma kararı ise ekonomik çıkarlarını tatmin ettiği için, silah sanayini sevindiriyor.

Geçen yıl AB ülkelerinin çoğunluğunun -sert tasarruf politikalarına boyun eğmiş olsalar da- askeri açıdan sürekli yapısal birlikte çalışması (PESCO) başlatıldı.

  • Sosyal güvence ve kamu hizmetlerinde üzücü sonuçlara yol açacak silahlanma harcamalarının daha da arttırılmasına hayır diyoruz!

 

ABD atom silahlarını modernleştirip daha etkili silah haline getirmek için 1 milyon dolarlık bir proje başlattı. Yeni nükleer stratejisiyle nükleer silahların kullanılmasının kolaylaştırıldığı bir dönemde böyle bir projenin başlatılması anlamlı. Ek olarak, NATO atom silahlarına sahip bir askeri birlik olarak B61 ve B61-12 bombalarıyla, onları daha etkili hale getirerek, silahlanarak gücünü arttırıyor. Bu bombalar Almanya, Belçika, Hollanda, İtalya ve Türkiye’ye yerleştirilecek. Bu atom silahlarının yerleştirilmesine Avrupalı üye, hatta henüz üye olmayan konuk ülkelerden bile itirazlar yükseliyor.

  • Kendimizi NATO’nun nükleer silahlardan yana rolüne ve her türden atom silahına muhalefet yapmakla görevlendiriyoruz. Hükümetlerimizi atom silahlarının yasaklanması sözleşmesine ve nükleer silahsızlanma için çaba harcamaya çağırıyoruz.

 

Montenegro’nun Temmuz 2017’de kamuoyunda ezici itirazlarla karşılaşan 29. NATO üyesi olması ve Bosna Hersek’le yapılan üyelik görüşmeleri ile askeri birlik gittikçe yayılıyor. Rusya’nın ABD ve NATO askeri üsleriyle kuşatılmasına neden olan bu yayılma uluslararası ilişkilerde gerilimin artmasında önemli bir rol oynuyor.

  • NATO’nun istikrarsızlığa neden olan genişlemesine karşıyız!

 

NATO’nun ateşli retoriği ve manevraları, Rusya ile var olan gerilimin yeni çatışmalara dönüşmesine de yol açıyor: Bölgede NATO’nun varlığının artması 2008 yılında Rusya ile Gürcistan arasında çatışma yaşanmasında büyük rol oynadı. Hala devam etmekte olan Ukrayna krizinde de etkisi büyük. NATO’nun Doğu Avrupa’da yeni üsler açma planı durumu daha da sertleştirecek. İlk üsler 2017’de Estonya, Litvanya, Letonya ve Polonya’da açıldı. AB de  giderek artan şekilde NATO’ya bağlanıyor. PESCO’nun uygulamaya sokulmasıyla AB, NATO’nun destekçisi olarak hızlı şekilde militaristleştiriliyor

  • Avrupa’nın giderek daha fazla militaristleştirilmesini, her türden Avrupa Savunma Politikasını ve NATO’nun yeni bir soğuk savaşa doğru ilerlemesini reddediyoruz!

 

NATO’nun Afganistan’daki savaşı devam ediyor. 2001 yılında Bush tarafından başlatılan “teröre karşı savaş” hala devam ediyor ve ABD tarihinde tüm NATO ülkelerinin de içinde yer aldığı en uzun savaş olma özelliğini taşıyor.  Sözde Taliban ve El Kaide’yi yok etmek için başlatılan savaş, terör örgütleri ve ilişkili silahlı gruplara gübreli toprak sunarak güçlenmelerine yol açıyor. ‚Teröre karşı savaş‘ bahanesiyle devletler hukuku çiğneniyor ve dünya çapında yeni işgallere açık kart sunuluyor.

  • Savaşın ve NATO’nun askeri müdahalelerinin sona ermesini talep ediyoruz!

 

NATO’nun ‚teröre karşı savaşları‘, Libya’nın yıkılması, binlerce insanın kaçmak zorunda bırakılması, mültecilerin Akdeniz’de onları geri döndürmek isteyen askeri vahşetle karşı karşıya bırakılmasıyla, artık Afrika’ya da erişti.

  • Akdeniz’in militaristleştirilmesine ve mültecilere yönelik askeri operasyonlara son verilmesini talep ediyoruz!

 

NATO’nun “barış ve istikrar için çaba harcadığı” iddiası yalandır. Atom silahları, silahlanma harcamaları ve askeri müdahalelerle hiçbir zaman barış sağlanamaz, ancak savaşlar ve şiddet körüklenir.

NATO’nun üsleri, manevraları, silah sistemleri doğanın kirletilmesinin en büyük nedenlerindendir. “Teröre karşı savaş” sayısız kurbanın, yıkımın ve insanlar güvenlik ve huzur aradıkları için kaçmak zorunda kaldıklarından mülteci akınının sorumlusudur.  Dünya çapında çok sayıda insan gerçek bir barış arayışı içinde. Sosyal adalet, ekolojik güvence, servetin adil dağılımı ve savaştan, baskıdan kaçmak zorunda kalan insanların dostça karşılandığı bir barış istiyorlar.

  • Kalıcı bir kalkınma için silahsızlanma istiyoruz!

 

Barış ve insanlığın geleceği adına Brüksel’deki zirve akşamı, 11 Temmuz Çarşamba günü, saat 17.00’de dünya çapında koordineli eylemlerin yapılması çağrısında bulunuyoruz. Bu eylemler, Brüksel’de zirveye karşı düzenlenen eylem ve barışçıl protestolara destek amaçlı yapılacaktır.

Hükümetlerimizden taleplerimiz açık ve net: NATO’dan çıkılsın, NATO dağıtılsın!

NATO’ya Hayır – Savasa Hayır

NATO askeri örgütünün kurulusunun 60. yıldönümü vesilesiyle bizler, NATO’nun saldırgan askeri ve nükleer politikalarını protesto etmek ve savassız, adil bir dünya hayalimizi savunmak üzere herkesi Nisan 2009’da Strasbourg’a davet ediyoruz.

NATO, dünya barısına ulasmanın önünde giderek büyüyen bir engel teskil ediyor. Soğuk Savas’ın bitiminden bu yana NATO, kendini “uluslararası toplum”un askeri harekat aygıtı olarak yeniden yapılandırma çabası içerisinde ve bu çabalar çerçevesinde “teröre karsı savas”ı da tesvik ediyor. Gerçekte ise bu örgüt, Birlesmis Milletler’i ve uluslararası hukuk sistemini devre dısı bırakarak tüm kıtalardaki askeri üsleri aracılığıyla ABD güdümünde zor
kullanmanın, askeri güç tesis edilmesini hızlandırmanın ve silahlanma harcamalarını tırmandırmanın bir aracıdır; dünya çapındaki askeri harcamaların % 80’i NATO üyesi ülkeler tarafından gerçeklestirilmektedir. 1991’den beri bu yayılmacı anlayısı izleyen NATO, “insanî savas” kisvesi altında Balkanlar’da savasa girismis ve Afganistan’da yedi yıldır süren vahsi bir savas baslatmıstır; halihazırda Afganistan’daki trajik durum giderek kötülesmektedir ve savas Pakistan’a yayılmıs durumdadır.

NATO, Avrupa’da gerilimleri tımandırmakta, “füze savunma sistemi”yle, devasa bir nükleer silah deposu ve nükleer “ilk darbe” politikasıyla silahlanma yarısını beslemektedir. AB siyaseti giderek daha da NATO’ya bağımlı hale gelmektedir. NATO’nun Doğu Avrupa ve ötesinde halen devam eden ve gelecekte de potansiyel olarak devam edecek genislemesi ve “hükümranlık sahası dısı” harekatları, dünyayı daha tehlikeli bir yer haline getiriyor. Kafkaslar’daki çatısma, tehlikenin açık bir emaresi. NATO sınırın genislemesi yönündeki her adım, nükleer silah kullanımını da kapsayacak sekilde, savas olasılığını artırmaktadır.

Barısçıl bir dünya hayalimize ulasmak için bizler, küresel ve bölgesel krizlere askeri karsılıklar verilmesini kabul etmiyoruz; bunlar çözümün değil sorunun bir parçasıdır. Nükleer silahların terörü altında yasamayı reddediyor ve yeni bir silahlanma yarısının tırmandırılmasına karsı çıkıyoruz.
